What's the difference between Adobe Photoshop Elements 7 and Photoshop cs3?

Photoshop Elements 7 (the current version) UPGRADE is $79.99, meaning you need to have a previous version of photoshop elements, if you don't have any previous version, it costs $99. These are the official prices from Adobe, different merchants, offer different discounts. 

Photoshop Elements was created for consumer use, for example a busy mom creating digital scrapbook pages or grandpa organizing pictures of the grand-kids. It has the same technology that Photoshop CS3 has, but it can be limited in some aspects (as for example there isn't independent control of masks, there is no pen tool, etc).

Photoshop CS4 (the current version) was created for professionals, like photographers, designers and offers a lot more control over how you do certain things. The full version costs $699, upgrade is $199. Photoshop CS4 Extended has support for video and 3D, and it is $999 (upgrade $349)

There are a lot more tutorials, magazines and books about Photoshop CS4 (and CS3) than there are for Photoshop Elements 7.

If you want plain and simple I would go with Elements, if you are looking to take it a step further and have control CS4 is what you are looking for.

Also make sure that when you go buy your program, you purchase from a reputable retailer. If you buy on Ebay or Craigslist, you can be buying a copy that was owned by someone and it might not even let you install it on your computer. Software is not something you ever want to buy used, because there are so many complications in transferring ownership.

If you buy Photoshop CS3, you are getting an outdated version, you don't get free technical support, and when CS5 comes out you will have to pay more for the upgrade.
